President Gloria Macapagal-Arroyo chose the PDEA as the Chairman of the multi-agency Task Force Drug Couriers (TFDC) whiles the DFA as the CO-Chairman.

TFDC was created under the Administrative Order No. 279.

The number of Filipinos who were intentionally or unintentionally persuaded by the West African Drug Syndicates (WADS) members to became a drug messenger were rising.
